On July 9, 2026, a coalition of Digital Spark grantees in Albania, led by the Center for the Study of Democracy and Governance (CSDG) as LocalCapHub, organized an advocacy planning session in partnership with projects’ team member of Foundation Metamorphosis and a advocacy expert.
The coalition, composed of experienced civil society organizations and individual grantees, developed a joint advocacy plan aimed at improving transparency and accountability in all 61 municipalities in Albania. The advocacy initiative calls for more regular publication of municipal procurement documents, decisions, and public consultation processes that directly affect citizens at the local level.
Using evidence and data gathered through digital tool TransparencyRadar in Albania, https://radarvendor.com the coalition will promote data-driven advocacy and monitor municipal transparency practices. Building on assessments conducted in Tirana, Shkodër, Durrës, Vlorë, and Pogradec, the advocacy efforts will expand nationwide through partnerships with local CSOs and community advocates.
Through automated data analysis, strong monitoring methodology, and evidence-based recommendations, the coalition will support municipalities in strengthening institutional transparency and improving public access to information on local level.
The advocacy initiative will culminate with a Digital Democracy Learning Forum during October and a national advocacy campaign focused on advancing municipal transparency, strengthening digital democracy, and enhancing citizen participation across Albania.
Alongside the advocacy session, representatives conducted dedicated monitoring meetings with Digital Spark partners from Albania. More than routine project reviews, these meetings provided an important opportunity to strengthen partnerships, exchange knowledge and experiences, and address emerging challenges collaboratively. They also ensured that partner organizations and individuals receive the support needed to maximize the impact of their initiatives.
The discussions further reinforced the regional cooperation at the heart of the Regional Support Mechanism EECA. By fostering stronger connections among organizations across Eastern Europe and Central Asia, the mechanism continues to promote digital rights, encourage civic participation, and strengthen democratic resilience throughout the region.
