Civil society in Albania continues to play an important role in democratic development, public accountability, and community engagement, but organizations are working in an environment marked by growing uncertainty. Limited and increasingly competitive funding, dependence on international donors, uneven opportunities for meaningful participation in decision-making, and pressures on civic space are affecting the sustainability and influence of the sector. Smaller organizations and those working outside major urban centres face additional difficulties in maintaining staff, securing resources, and ensuring a long-term presence in their communities.
The Albania country report provides an overview of the environment in which civil society operates and highlights the key factors shaping its development. It looks at democratic governance and fundamental freedoms, the media environment, the legal and financial conditions for CSOs, public attitudes towards civil society, and the challenges organizations face in sustaining their work and contributing effectively to democratic processes and Albania’s EU integration.
The report was developed as part of the Regional Support Mechanism EECA project, implemented by Metamorphosis Foundation and TechSoup, in partnership with CIVICUS and within the Digital Democracy Initiative (DDI), that covers the Global South.
