On June 30, 2026, Digital Spark grantees from Kosovo, together with Metamorphosis project team, held a working meeting to develop an advocacy plan aimed at improving digital and media literacy among young people and strengthening their ability to recognize and counter disinformation on national level in Kosovo that is present in social channels and media platforms.
The advocacy initiative specifically targets 16 to 24 young people in Kosovo, particularly those living in rural areas, unemployed youth, and students — groups considered most vulnerable to the influence of fake news and misinformation on their perceptions of democratic values, human rights, and civic participation.
As part of the campaign, the advocacy work will promote the importance of digital and media literacy through an online awareness campaign featuring short videos and carefully crafted messages. These materials will be shared with the wider public and communicated to relevant public institutions working on youth issues and youth engagement, encouraging stronger institutional support for media literacy and greater resilience against disinformation.
The advocacy process will culminate in a high-level public policy debate at the end of September 2026, bringing together policymakers, young people, public officials, media experts, and journalists to present evidence, discuss policy recommendations, and encourage institutional and legislative changes that strengthen media literacy, protect youth rights, and enhance national responses to disinformation, fake news, and foreign propaganda.
The advocacy plan was developed during a meeting held at the premises of SBunker, which serves as the lead organization of the grantees in Kosovo and acts as the LocalCapHUB for partnership development, networking, promotion, and advocacy for positive social change in Kosovo.
Besides the advocacy session, representatives also conducted separate monitoring meetings with Digital Spark partners from Kosovo. Such meetings go far beyond assessing project implementation. They provide an opportunity to strengthen partnerships, exchange knowledge, jointly address emerging challenges, and ensure that organizations receive the support needed to maximize the impact of their work. They also reinforce the regional cooperation that lies at the heart of the Regional Support Mechanism EECA, connecting organizations across Eastern Europe and Central Asia that are working to advance digital rights, civic participation, and democratic resilience.
